Clarion Housing Group Privacy Notice
Clarion Housing Group (Clarion) needs to process personal data in order to deliver our services to you:
- To provide, manage and develop affordable housing
- To provide property management & property maintenance services
- In the provision and management of support services
- To market, log interest and sell properties
- To deliver on the Clarion Housing Group purpose of making a difference and our mission, providing homes for those who need them most.
We receive personal data relating to you from you directly, but sometimes this will be provided to us by third parties with whom you have a separate relationship (such as a local authority).
We use your data to provide housing and other services to you, correspond with you, meet our legal obligations and improve our website and our products and services.
The legal basis we rely upon for processing personal data about you falls into one of the following six categories:
- To meet our obligations under a contract – your tenancy agreement or lease - or because you have asked us to do something with a view to entering into a contract with you;
- In order to further Clarion’s (or a third party’s) legitimate interests. Our legitimate interests include: ensuring that we monitor, analyse, deliver and improve our services to you and your household members; to properly manage our business; and promoting our services. We will look to balance your interests with our legitimate interests where we rely on this category.
- Where the processing is necessary for us to comply with a legal obligation;
- For the performance of a task carried out in the public interest;
- With your express consent (for example in relation to special category data); and/or
- To protect the vital interests of you, your family or others.

This privacy notice tells you what to expect when Clarion processes your personal information. It applies to information about housing applicants, residents and other service users including visitors to our website. This is the main privacy notice for Clarion. However, some of our services will have additional privacy notices which will be provided to you when you engage or register for such a service (we will make all privacy notices available on our website so you can understand if they apply to you). It is important for you to read this policy in full to understand what information we hold about you, how we use it and your rights in relation to your data. However, we have also produced a summary version explaining why ‘Privacy Matters at Clarion’.

Latimer Privacy Notice
Latimer Developments Limited (the development arm of Clarion Housing Group, and Clarion Housing Association Limited, are both part of the Clarion Housing Group, referred to as 'Clarion'), needs to process personal data in order to deliver our services to you as applicable:
- To develop, market, log interest and sell shared ownership and private properties and to manage our website
- To manage the staircasing process (purchasing further percentages of shared ownership properties)
- To deliver on our Group ambition to ‘transform lives and communities’
We receive personal data relating to you from you directly, but it may occasionally be provided to us by third parties with whom you have a separate relationship (such as your solicitor).
We use your data as applicable to facilitate property sales and other related services, manage the staircasing process, correspond with you, meet our legal obligations and improve our website and our products and services.

Latimer Developments Limited and Clarion Housing Association Limited are subsidiaries of Clarion Housing Group Limited. Where purchasing a shared ownership property or staircasing (purchasing an additional percentage in an existing shared ownership property), you will be contracting with Clarion Housing Association Limited. Where purchasing a private sale property, you will contract with Latimer Developments Limited.

Clarion Futures, as part of Clarion Housing Group (Clarion), needs to process personal data in order to deliver our services to you as applicable:
- To develop and deliver services around community development to make our estates and neighbourhoods more attractive and vibrant places to live
- To deliver services around jobs and training
- To help people manage their money through budgeting advice, providing access to high quality debt advice and affordable loans and by helping people to manage their energy costs

CORE data sharing agreement
If your household has entered a new social housing tenancy after 1989, social housing providers would have shared your personal information with the Government for research and statistical purposes.
The information is provided via CORE (Continuous Recording). CORE was set up in 1989 and initially only recorded data from private registered providers, but from 2004 local authority lettings are also recorded. It collects information on the tenants/buyers, tenancy/sale and dwelling itself. Information collected via CORE may be shared with other Government Departments and Agencies, for example the Greater London Authority or the Homes and Communities Agency.
Data is only shared for research and statistical purposes.
National Fraud Initiative
Clarion Housing Group (Clarion) is required by law to protect the public funds it administers. In order to do this, Clarion may share information provided to them with other bodies responsible for auditing or administering public funds.
Clarion will be participating in this year’s National Fraud Initiative (NFI) data matching exercise carried out by the Cabinet Office. Our participation in the NFI will assist in the prevention and detection of fraud against Clarion Housing Group and organisations within the public sector. We will participate on a voluntary basis and provide the Cabinet Office with particular sets of data for matching as set out in the Cabinet Office’s guidance which can be found on the Gov.uk website.
Data matching involves comparing sets of data, such as the tenancy or benefits records of a body, against other records held by the same or another body to see how far they match. The data is usually personal information. The data matching allows potentially fraudulent sub letting, benefit claims and payments to be identified. Where a match is found it may indicate that there is an inconsistency that requires further investigation. No assumption can be made as to whether there is fraud, error or other explanation until an investigation is carried out.
The processing of data by the Cabinet Office in a data matching exercise is carried out with statutory authority under its powers in Part 6 of the Local Audit and Accountability Act 2014. It does not require the consent of the individuals concerned under data protection regulation or the GDPR.
Data matching by the Cabinet Office is subject to a Code of Practice. This can be found on the Gov.uk website.
